Biography

Leslie Chan is the Associate Director of Bioline International, a non-profit international electronic publishing initiative aimed at improving the visibility and impact of health and other scientific journals from developing countries. Leslie is also Program Supervisor for the International Studies program and the Supervisor of Studies for the Joint Program in New Media Studies at UTS. From 1997-2002, Leslie served as the founding managing editor of an experimental digital publishing unit within the Centre for Instructional Technology Development. Recently, he was appointed by the American Anthropological Association to the Steering Committee of AnthroSource, an innovative scholar’s portal designed to transform teaching and research in anthropology and beyond. An original participant and signatory of the Budapest Open Access Initiative, Leslie promotes open access publishing and the development of online publishing projects that encourage scholars to explore new means of communicating their research. He has participated in numerous international conferences on scholarly communication issues and on ICT and development, and has conducted workshops on these topics for a variety of institutions, many in developing countries. A recent related publication is Open Access Archiving: The Fast Track to Building Research Capacity in Developing Countries (with Barbara Kirsop, Subbiah Arunachalam) New Review of Information Networking (in press, vol.11, no.1, 2005). Leslie will take part in phase two of the World Summit on the Information Society (WSIS) (Tunis, 2005) as part of the Advisory Member of the Civil Society Science working group to ensure that open access to science is on the WSIS agenda.
